Notice of Race

1. ORGANIZING AUTHORITY: The Organizing Authority is The Storm Trysail Club (STC).

2. HEADQUARTERS: The official Regatta headquarters shall be at the Atlantis Resort Dockmaster's Office.

3. RULES:

3.1 These Regattas shall be governed by the International Sailing Federation (ISAF) Racing Rules of Sailing (RRS) 2001-2004, the Notice of Race, the Farr 40 One Design Class Rules, and the Sailing Instructions (except as any of these are modified by this Notice of Race and the Sailing Instructions and any amendments thereto).
3.2 International ISAF Special Regulations for Category 4 Equipment and Standards are required. Boats shall comply with the Class Rules and the designer and manufacturers original standards, which shall prevail in the event of conflict.
3.3 Video and/or photographs taken from any support and/or coach boat shall not be used as evidence at protest hearings. This alters RRS 63.6
3.4. Advertising shall be Category C as restricted by Class Rule 36.
3.5. RRS 51 is modified to read: For the duration of this regatta, all moveable ballast shall be properly stowed, and water, dead weight or ballast shall not be moved, added, or removed for the purpose of changing trim or stability. Floorboards, bulkheads, doors, stairs, and water tanks shall be left in place and all cabin fixtures kept on board. The maximum amount of drinkable liquid on board each boat shall not exceed three liters per crew member per day.

4. ELIGIBILITY: Open to Farr 40 Class yachts as defined by the Farr 40 Rule Book. Owners, Charterers and Substitute helmsmen shall be members of the Class Association.

5. ENTRY AND REGISTRATION: Entry Forms and Fees should be received by Farr International, Inc. by October 15, 2002. A copy of a valid 2002 Farr 40 One Design Certificate with Crew list and US SAILING crew classification letters are to be included along with the entry fee of US $1,000.00 and the entry form. Entries received after October 15, require a late fee of $100 USD. Registration will be completed with the Organizing Authority as described below. Sail declarations may be made on site during sail measurement. By November 12, 1700 hours, all boats shall have completed the following:

5.1 Complete Registration with STC, including fees,
5.2 Entry Forms and 2002 One Design Certificate on file with STC,
5.3 Owner, Charterer, and Substitute helmsman Class Membership Dues for 2002 paid and on file with Farr International,
5.4 Skipper and Crew Weighing complete and liability waivers signed on file with STC,
5.5 Sail Declaration forms on file with STC,
5.6 Measurement forms complete and on file with STC,
5.7 Crew classification declared and verified on the Sail/Crew Declaration form, and on file with STC.
5.8 Owner/Skipper must be a member of their Member National Authority, or a club affiliated with their National Authority and provide a copy of their membership card. (USS, FFV, FIV, RYA, UNCL etc.).
5.9 All owners, tacticians and boat captains shall be required to sign Class Rule Appendix 10, declaring that their boat fully complies with Class Rules and that they will abide by said Class Rules while racing.

6. PRELIMINARY SCHEDULE:

October: Keel and rudder templating in Ft. Lauderdale by appointment with Farr International

November 6, 7, 8: Boat weighing, sail measurement, boat and safety inspections.

November 8: 1200-1800 Crew weighing

November 11: 0900-1700 Late measurement, registration and crew weighing
1700 Owners Annual General Meeting

November 12: 0900-1400 Late measurement, registration and crew weighing
1630 Tacticians' Briefing
1700 Skippers' Briefing
1800 Opening Ceremony at the Governor General's mansion

November 13: 1030 Warning signal, two windward/leeward races

November 14: 1030 Warning signal, three windward/leeward races

November 15: 1030 Warning signal, three windward/leeward races

November 16: 1030 Warning signal, two windward/leeward races

Followed by Awards Ceremony at the Atlantis Resort

The Organizing Authority reserves the right to modify the above program according to prevailing weather conditions. The display of code flag ("R") on the finish line Race Committee boat will indicate that an additional race will follow.

7. MEASUREMENT AND INSPECTION:

7.1 Early keel and rudder templating shall be available at Derecktor Gunnell's boatyard in Fort Lauderdale, Florida in October, by appointment with Farr International. All Farr 40s shall be made available accompanied by an owner's representative during their scheduled measurement time and place.
7.2 Sail measurement, boat weighing and safety/equipment inspections shall be scheduled with Farr International for the measurement periods on November 6, 7, 8, 11 and 12th. All Farr 40s shall be made available accompanied by an owner's representative during their scheduled measurement time and place.
7.3 Each boat shall be available for hull weighing in Builders Weight condition as outlined in the Class Rules, except that each boat shall have its mast stepped, with the standing rigging and boom attached, and the halyards led to the base of the mast. Each boat shall arrive with their safety gear assembled in the cockpit. This will be unloaded and inspected as the boat is weighed.
7.4 Sails may be re-measured a maximum of one time if they do not meet the measurement criteria after the initial measurement
7.5 Random boat and equipment inspections will be conducted daily after racing to check compliance with Class Rules, including ISAF Category 4 safety requirements.
7.6 Event measurers according to the ISAF Equipment Rules of Sailing for 2002-2004 Part II C.4.4 are Jim Andersen, Renee Mehl and Chief Measurer Andrew Williams (IM).

8. SAIL LIMITATION:

8.1 Sails shall be declared by button number during measurement, and all declared sails must be measured.
8.2 Sail buttons will be available at sail measurement.
8.3 Replacement of sails due to damage may be permitted, subject to written approval of the International Jury and an event measurer.
8.4 Re-Cutting of sails after measurement is not allowed. This modifies Class Rule 25.1

9. SAILING INSTRUCTIONS: Shall be available at registration.

10. RACING AREA AND COURSES: The racing area shall be on the flats to the East of New Providence Island in an area shown on the charts as Douglas Roads. Courses shall be windward/leeward as diagramed in the Sailing Instructions, and windward offset marks and leeward gates shall be used.

11. PENALITES:

11.1 RRS 44.2 is modified to read: After getting well clear of other boats as soon after the incident as possible, a boat takes a 360 degree Turn Penalty by promptly making one complete 360 degree turn in the same direction, including one tack and one gybe. The infringing boat may take a 20% Scoring Penalty as an alternate. A 720 degree Turn Penalty or a 50% Scoring Penalty shall be required for breaking a rule of part 2 inside the two boat length zone of the windward or leeward gate marks.
11.2 The penalty for any infringement of the Class Rules or ISAF Offshore Special Regulations is to be at the sole discretion of the International Jury once racing commences, after consultation with the class management group or non-competing class representative.
11.3 Competitors accepting a scoring penalty must file a "Scoring Penalty Acceptance Form" with the Jury prior to expiration of protest filing time.

12. INTERNATIONAL JURY: An International Jury will be appointed in accordance with RRS Appendix M. Decisions shall be final as per RRS 70.4

13. SCORING: The Low Point Scoring System of the Racing Rules of Sailing as described in Appendix A of the RRS shall apply, except that each boat's score will be the sum of all her races without discard. Ten windward/leeward races are planned for the World Championship. Four races shall constitute a regatta.

14. PRIZES: Trophies for first through fifth place overall shall be awarded. Trophies shall also be given for the best overall finisher of each race day, and individual race winners. The perpetual World Cup trophy shall be awarded to the first place overall. The winning owner will be awarded a Rolex watch.

15. DOCKAGE: All participating boats shall be docked in their assigned spaces by November 12, 1800 hours. For the duration of the regatta, all Farr 40s shall remain in their assigned space when docked.

16. SUPPORT BOATS: Restrictions as designated in Class Rules and Interpretations.

17. HAUL-OUT RESTRICTIONS: Boats shall not be hauled during the regatta without written permission of the International Jury.

18. HOUSING: Housing reservation forms are available for the Atlantis Resort through the reservation form obtained from Farr International, at www.farr40.org/02worldsres.htlm/_.

19. MEDIA: The event Media Center will be at the Atlantis Resort Coral Towers. Media representatives intending to attend or to cover the event are requested to register with Farr International at the address below. Competitors give absolute right and permission to the Organizing Authority, Rolex S.A., the Farr 40 Management Group and the Farr 40 Class Association for any photography and video footage taken of persons and boats during the event to be published in any media whatsoever, including but not limited to TV advertisements, for either editorial or advertising purposes or to be used in press information. The Organizing Authority may request, at no cost to competitors, the installation of onboard video cameras for the purposes of the official television production.

20. DISCLAIMER

20.1 All those taking part in the regatta do so at their own risk and responsibility. The Organizing Authority, Rolex S.A., the Farr 40 Management Group, all other Event Sponsors, the Farr 40 Executive Committee and any other party involved with the organization of the Rolex Farr 40 World Championship 2002 disclaim any and all responsibility whatsoever for any loss, damage, death or personal injury howsoever caused, that might occur to persons and goods, both ashore and at seas as a consequence of participation in the event. Moreover, every owner/competitor warrants the suitability of his or her boat for the race or races. The responsibility for a boat's decision to participate in a race or to continue racing is hers alone.
20.2 The safety of a boat and her entire management including insurance shall be the sole responsibility of the owner/competitor who must ensure that the boat is fully found, thoroughly seaworthy, manned by a crew sufficient in number and experience who are physically fit to face bad weather. The owner/competitor must be satisfied as to the soundness of the hull, spars, rigging and all gear. He must ensure that all safety equipment is properly maintained, stowed and in date and that the crew know where it is kept and how it is to be used.
20.3 Neither the establishment of these conditions, not their use by the Organizing Authority and the Race Organizers, in any way limits the absolute responsibility of the owner/competitor. The crew are nonetheless advised to satisfy themselves as to the experience of the skipper and the adequacy of all safety equipment and insurance arrangements.
